Unless you preordered the game, you wont be able to get Stone Cold.

There is no way of unlocking him in the game.

The code to unlock Austin can only be used once.

Only people X-Box 360 and PS3 have any chance in getting him. He will probably be a DLC at a later date those two consoles.

So there, stop asking.
