I can only judge by what I'm seeing in the ring currently, and I say, Yes. Maybe not a long run of say, 6 to 8 months...but I think he's pretty healty for a short 3 to 4 months reign. He doesn't need the title though. I doubt if he'll even win it tonight or anytime this year. He has surpassed the need for the title. Everything that man touches is gold, that's how 'over' he is. Giving him another title reign would be like adding another scratch to a broken window, it's just...there.

Unfortunately he may not be, but then again, if Taker didn't think he was healthy enough, he would not have put himself in the WHC picture and win it. I understand that he just wants to put Punk over, but he could have waited for that. He could have healed up completely and then returned to feud against Punk. So, I say my final answer is yes he is healthy enough.
