There's no one for him to manage and he may do a better job than Tiffany which shouldn't be too hard.
By the way there is no way Hart Dynasty, Jack Swagger, Mark Henry, Finlay, Evan Bourne (2 ECW champions, 1 United states champion, hyper kid and awesome pink threesom) = Bella Twins, Goldust, Shelton Benjamin, William Regal (3 intercontinental champions and two ditzes) It doesn't even out. Just look at the current top 5: 1. Tommy Dreamer 2. Vladimir Kozlov 3. Christian Cage 4. William Regal 5. Zack Ryder (I want to say Paul Burchill but when's the last time he won)

You gotta take into consideration that Tony Atlas might not be good on the mic. Tiffany is good on the mic IMO and seems to connect with the fans (or else she wouldn't be considered to take Lillian's place as announcer).
